Why Daily Scaffolding Inspections Are a Legal Requirement

Royal Decree 2177/2004 — the Spanish regulation implementing EU Directive 2001/45/EC on work equipment for temporary work at height — requires that scaffolding be inspected before first use, after any modification, and following any event that may have affected its load-bearing capacity. In practice, most site safety plans require a daily visual check before the start of each working day.

Daily Scaffolding Inspection Checklist

Before permitting workers onto a scaffold structure, the designated person must verify:

  • Foundations and base plates: no subsidence, settlement, or displacement; base plates and sole boards correctly positioned
  • Main structure: all standards, ledgers, and transoms present and undamaged; no visible deformation or buckling; couplers fully tightened
  • Working platforms: boards fully boarded with no gaps exceeding 25 mm; boards secured against displacement; minimum 600 mm platform width maintained
  • Guardrails and toe boards: main guardrail at 950–1200 mm height; intermediate rail present; toe board minimum 150 mm height; no missing or improvised components
  • Access and egress: ladders or stair towers properly secured; access hatches not left open; access routes clear of materials
  • Ties and anchors: all wall ties in place and intact; no ties removed or improvised since previous inspection
  • Exclusion zone: area below scaffold clear of personnel during loading and unloading; signage in place
