The regulation sets requirements for underground storage tanks (USTs), dispensing equipment, spill containment, and fire systems. Periodic official inspections are mandatory, but the most common source of non-compliance identified during official audits is the absence of routine operator records — not structural failure.

A routine operator inspection should cover:

  • Dispensers and metering equipment: visible damage or leaks at hose connections; emergency shut-off functionality; nozzle auto-stop mechanism; metering seal integrity
  • Underground storage tanks (USTs): leak detection system alert status; interstitial monitoring log current; fill point cap condition and locking; overfill protection device operational
  • Spill containment: spill buckets at fill points — no product accumulation; drip trays under dispensers clean and intact; any staining or product odour at pavement level documented and investigated
  • Fire suppression system: foam or dry powder extinguisher bank — within service date, pressure indicators in green zone; automatic suppression system status indicator (if installed)
  • Electrical and earthing: visible bonding cables between delivery vehicle coupling point and earth; no damaged conduit or open junction boxes in hazardous zones; canopy lighting intact
  • Signage and access control: no smoking signage visible from all access points; engine off signage at dispensers; exclusion zone markings intact; emergency contact numbers posted
